I am a British citizen living in USA and other parts of the world can I claim benefits upon return to the UK?

I left the UK in 1992 going to work as a scuba instructor in many different countries but always earned a low income. I am now 64 I can not get liability insurance to dive anymore. If I return to the UK will I be eligible for benefits? I have not paid into social security or pension since 1989. I left when jobs in the UK were scarce. I am a single person and male. I have no home or anywhere to live in the UK.

You won't be entitled to anything until you are considered habitually resident again. Contrary to belief, the fact that you are British entitles you to nothing. If you have not been resident in the UK for over 20 years, have paid no taxes or NI, you will be entitled to nothing.

It's the same in all other European countries to counteract benefit tourism.

You may be entitled to some pension benefits courtesy of any NI contributions you made while you were resident in the UK and paying NI contributions, but it won't be much.
