Best Diving In Cairns

Best place for a cheap holiday? Must be hot, with beaches, markets and good for scuba?

My GF is wanting to go over seas - again this year, so it needs to be on a TIGHT budget. We're in Sydney, so would Thailand, Vanuatu, Fiji, Soloman Islands, Papua NEW Guinea or the Phillipines be best? Are they still cheaper than domestic hollidays, like Port Douglas, Cairns & the Great Barrier Reef. You can still have good dives without the Reef right?

Philippines beaches are the best like in Bohol, Boracay, Cebu and Palawan.
