Philippines in October?

I will be in the Philippines on vacation from the 11th through the 19th of this month (October). I know that its the typhoon rainy season, and that the weather is more severe in the North.

What are my chances of seeing some sunshine if I stay in Puerto Galera? Palawan? Boracay? Surigao?

I am in need of some good night-life (I'm an American living in Saudi Arabia). Relaxing on the beach isn't really my style - I prefer to enjoy the water. I hear that Boracay is no good for tastes... is that true? Are there single girls in Boracay, or do I have to bring my own?

In order of importance:

1) Bars and girls
2) Scuba / snorkeling
3) Body surfing / boogie boarding
4) Kite surfing (I've never done it before)

I know that it might be difficult to get all this in one location and with limited time I may have to decide between activities.

As a result, water activities have become varied and are slowly gaining popularity even to the locals.
