Do you know a cheap but clean/decent lodging near historical sites and/or the Chocolate Hills in Bohol?

I also think of learning how to scuba dive while in Bohol. So, if there is one resort/hotel/inn that is affordable, clean, with nice/kind staff and that includes scuba diving lessons for beginners, please advise. Thanks!
